Acquiring informal education with the coupon method

Program's levels:

• (A1) - a person could talk phrases and short sentences about simple everyday topics, minimum use of professional vocabulary, read and understand short simple texts (e.g. advertisement, notification), a person could write a personal message content (e.g. name, surname, address, education, occupation), perceive and understand at a slow pace to speak clearly small-scale structure of elementary texts on familiar topics;
• (A2) - a person could communicate in simple sentences about everyday and certain professional issues, read and understand simple texts on everyday life and the work, fill in the standard documents (such as forms,invoices, receipts), knows how to write short texts, perceive and understand the natural pace of small talk clearly with the person and related texts on everyday life.

Training takes place in Riga (centrs, Purvciems, Pļavnieki, Ziepniekkalns, Ķengarags, Imanta, Sarkandaugava and/or in Jugla) or remotely

About the Project „Acquiring informal education with the coupon method”

Aim of the project:

• To give the unemployed and job seekers an opportunity to improve competiveness;
• To ensure the ability to adjust to the changing labour market demand;
• To increase possibility for the unemployed and job seekers to integrate in the labour market.

Informal education programmes are available for both unemployed and job seekers with inadequate, insufficient skills for the changing labour market demands resulting in difficulty to find a job.

Main conditions for implementation of the training with coupon method:

• A commission established by the Minister of Welfare defines basic social and professional skills that require training of the unemployed and job seekers based on the labour market demands and development forecasts of economic sectors.
• An unemployed and job seeker has an opportunity to choose the following programmes from the list (annex) of basic social and professional skills approved by the Ministry of Welfare:
  • The programme and education institution for the informal education programme "Acquisition of the national language" (list),
  • The programme and education institution for the informal education programme "Training of vehicle/tractor machinery driver" (list),
  • Informal education programme and education institution (list).
• An unemployed and job seeker has an opportunity to receive training coupon and get involved in informal education programme, as well as a document confirming obtained knowledge after passing the final test.
• Duration of the training – up to 2 months.
• During training only unemployed receive a grant of EUR 5 per training day.

Additional information:

• Unemployed and job seekers receive the training coupon for selected informal education programme according to the date of registration at the NVA data base.
• Unemployed and job seeker may be involved in maximum two informal education programmes within a year.
• Unemployed and job seekers wishing to involve in another informal education programme are registered only after completing the first informal education programme.
• Unemployed and job seekers looking to get involved in another informal education programme are not registered and involved in the informal education programme earlier than one year after starting previous two informal education programmes. The one-year period is calculated as of the date of starting the first informal education programme.
